EAS Won't Open After A Patch Rollback (Doc ID 2950703.1)

Goal

Needed to roll back the patch from 21.4 to 21.3.   After the rollback, one user can login to EAS without issue
where another user receives the following error after providing login credentials :
"Could not connect administrative Server Client and server are different versions. Client version is 21.4.0"
