Unable To Access Data Visualization /dv After New Installation, Error: Insufficient Permissions (Doc ID 2965282.1)

After performing a new install, users can access /analytics but are unable to access /dv, receiving the following error on screen:

This is new install of OAS, no bar, jar or other custom file.

Exception is that a custom name was used for the cluster instead of the default “bi_cluster” name.
