FoundationServices0 Will Not Start in a New Installation of EPM 11.2 (Doc ID 2967463.1)

Symptoms

Linux OS.  WebLogic Admin Server starts successfully, but unable to start EPM Services Foundation Services server after install and configuration. 

Foundation Services startup appears to hang.  After killing the FoundationServices server process, FoundationServices0.log shows thread dump similar to the following:
