Symptoms
Unable to Start the obis1 Component After Changing the NLS_CHARACTERSET from Database Side.
From Node Manager Error:
Server start command for OBIS server 'obis1' failed due to: [Unexpected exception from Plugin: java.lang.RuntimeException: Failed to get environment Could not retrieve Config Property]. Please check Node Manager log and/or server 'obis1' log for detailed information.]. Please check Node Manager log for details.
SEVERE: [PROBLEM_RETRIEVING_CONFIG_PROPERTY_RECORD] Problem retrieving Config Property record: ID=Id [nameSpace=POD:, key="obis1.service.mapping"]; backend=Database

Changes
Applied the Latest July 2023 Stack Bundle Patch and Changed the NLS_CHARACTERSET from WE8ISO8859P15 to AL32UTF8
