Essbase 21c: FILEGOVPATH Setting Does Not Place Export Files in Location As Expected (Doc ID 2977645.1)

Symptoms

The FILEGOVPATH sets the default file path location where Essbase should save client-based data exports on the server. 
When doing an ExportLCM from ESSCLI when Essbase configuration FILEGOVPATH is enabled, the export does not include the data files in the expected directory.
