Essbase Server Can't Start "Network error [10049]: Unable to bind host server socket on port [port]" (Doc ID 2986020.1)

Symptoms

One Essbase Cluster configured with "Active-Passive" mode.   Both of  Essbase nodes can't be started successfully from Process Manager . But Essbase Cluster can work normally before.  And no any configuration change.
