EPM 11.2.x - WebLogic Admin Server is Not Starting With Error "com.rsa.jsafe.JSAFE_PaddingException: Invalid padding" in the AdminServer.log (Doc ID 2992876.1)

AdminServer installed as part of EPM installation is not starting up. The following errors are seen in the AdminServer.log -

<Could not decrypt the username attribute value of {AES}....... from the file <ORACLE_HOME>\Middleware\user_projects\domains\EPMSystem\servers\AdminServer\security\ If an encrypted attribute was copied from from another domain into <ORACLE_HOME>\Middleware\user_projects\domains\EPMSystem\servers\AdminServer\security\, change the encrypted attribute to its clear text value, and then restart the server. The attribute will be encrypted again. Otherwise, change all encrypted attributes to their clear text values, then restart the server. All encryptable attributes will be encrypted again. The decryption failed with the exception com.rsa.jsafe.JSAFE_PaddingException: Invalid padding..>
