Client Connections Via SOAP Webservice URL (/analytics-ws) Fail With Primary Node Down (Doc ID 3009897.1)

Symptoms

Oracle Analytics Server 2023 two nodes Cluster Setup.

Everything works ok; however, if the primary node is down and the secondary node running, the execution and testing of a custom created java application fails.
