Symptoms

Unexpected result when attempting to apply new patch: 

  Skip patch <PATCH_NUMBER> from list of patches to apply: This patch is not needed.

Unexpected result checking opatch inventory for applied patches: 

D:\Oracle\Middleware\ohs\OPatch>opatch lsinventory

SLF4J: Class path contains multiple SLF4J bindings.
