No Results Returned When Searching for Users/Application Roles with % (Doc ID 3018195.1)

In "Select User" dialog, input "%" in the "Name" field and click on "Search" button, no users or application roles listed with below message.

Same behavior found in

- "Add Application Roles and Users" dialog which can be opened via "Catalog page > select an object and click on Permissions > Add users/roles"

- "Select User" dialog via "Edit Agent > Recipients > Add Recipient"
