Downloadrpd Command Fails to Execute on Windows 11 (Doc ID 3020472.1)

Symptoms

When executing the downloadrpd command on a Windows 11 client machine, which was copied from a Windows 10 system, it fails with the following error message:

The same command mentioned above is successfully downloading the RPD in Windows 10 without encountering any problems.
