Missing Global Header When Opening Dashboard Link in a New Window From a Dashboard Page in Oracle Analytics (Doc ID 3024321.1)

Symptoms

When a Dashboard is opened via the URL present in another Dashboard page with the "New window" option enabled, the target dashboard opens in a new window, but the banner and global header are not visible.
If the same dashboard link is opened in the current window, it works as expected.

Changes

 Issue is observed after upgrading to OAS.
