Proxy User Is Unable To Inherit Full Permissions From The Target User (Doc ID 3027622.1)

Symptoms

You followed Security Guide > Enabling Users to Act for Others to configure Act-As feature, but found it's unable to inherit full permissions from the target user account.

For example:

Proxy User: weblogic ( with BI Service Administrator Role )
Target User: utest_full ( utest_full user has Full Control permission to Dashboard-A )
Proxy Level for utest_full: full

When utest_full signs in directly, this user can edit Dashboard-A.
But when weblogic signs in and act as utest_full, the user can open Dashboard-A, but not unable to edit it.

If you add NQ_SESSION.PROXYLEVEL to an analysis, you'll see below error while opening this analysis with the act-as target user
