Chinese Name of "Cube Designer" Shown Incorrectly In Cube Designer 21.5.3 Excel (Doc ID 3029766.1)

Symptoms

Chinese Name of Cube Designer shown incorrectly in Excel when switching office language from English to Chinese , exp "Chinese(Traditional)" or "Chinese(Simplified)".

Issue comes from Cube Designer 21.5.3 or higher 21.5.* release.  But everything is good on Cube Designer Versions prior to 21.5.3

Step1: Download Smart View and Cube Designer 21.5.3 from Essbase 21.5.3 JET UI
Step2: Install Smart View 23.2 and Cube Designer 21.5.3 on Wins
Step3: Change Office language to Chinese and restart excel.  Then Issue comes on when opening Cube Designer Excel again.
