Installing DB Client 19c Upgrade for OBIEE 12.2.1.4 on FMW 12.2.1.4 on OL/RH8 Fails With 'Error: Check:Packages failed.' (Doc ID 3030736.1)

Symptoms

To install OBIEE 12.2.1.4 based on Fusion Middleware 12.2.1.4 , you must install Oracle Database Client 19c before you install Oracle Business Intelligence with instruction of (Doc ID 3004029.1). "Error: Check:Packages failed" when installing DB Client 19c Upgrade for FMW 12.2.1.4.0 on Oracle Linux 8 or Red Hat Linux 8.
