"You are not currently signed in to the Oracle BI Server" from EBS After in-place-upgrade to OAS 2024 (Doc ID 3046461.1)

Symptoms

You were able to sign in to the Oracle BI Server from EBS.
After in-place-upgrade from Oracle Analytics Server 5.9 to OAS 2024, you are unable to sign in to the Oracle BI Server from EBS with the error "You are not currently signed in to the Oracle BI Server".

The following error is found in the obis1-diagnostic.log
