Symptoms

Redeployed EPM Web Apps after 11.2.15 Upgrade.  Apps deployed successfully, but EPM start.bat and stop.bat scripts do not start the Windows Services associated with the EPM Web Apps. 

Services do start successfully when manually started in the Windows Services Panel.

Changes

Successful redeploy of EPM Web Apps after 11.2.15 upgrade.
