Symptoms

While upgrading BIApps 11.1.1.10.3PS3 (PB4 patches applied) and following the documentation linked below for the upgrade process:
ODI Repository Upgrade https://docs.oracle.com/en/applications/business-intelligence-applications/103/upgrade-guide/create-odi-repository.html

It is getting stuck at the 11th step, 'Create the ODI Repository.' Log in to ODI Studio with the SUPERVISOR user works and able to update the work repository details, but the ODI agent test connection fails.
