Symptoms
You tired to upgrade Fusion Middleware (FMW) from 12.2.1.3.0 to 12.2.1.4. Start AdminService failed after you ran reconfig.sh.
ERROR

java.lang.ClassNotFoundException: org.springframework.web.context.ContextLoaderListener
AdminServer.log shows:
and executed reconfig on above old FMW 12.2.1.3 folder/files.
It equals in-place-upgrade from OBIEE 12.2.1.4 on FMW 12.2.1.3 to OBIEE 12.2.1.4 on FMW 12.2.1.4.
