Symptoms

During In-Place Upgrade from OAS 5.5 to OAS 2024, Component 'Oracle Business Intelligence Config' failed to upgrade during Domain Upgrade Step 9 of 10 with below error from upgrade logs.

 Roles 'BIAdministrator' & 'BIAuthor' are created in EM Console and ran upgrade again which is failing above error message again.
