Symptoms

When attempting to start Discoverer an error similar to the following is returned:

Another symptom that can occur is the preferences start up fine; however, E-Business Suite procosses attach to the same port.  When a user updates their preferences in Discoverer Plus/Viewer and/or global preferences are applied with a the applypreferences script, the preference registry (.reg_key.dc) file is not updated.
