Discoverer Plus or Viewer Connection Attempt Receives a CORBA Error, Hard Limit (Doc ID 399846.1)

Symptoms

Oracle Discoverer Plus or Viewer fails when trying to connect with the Error :

Error
A connection error has occurred.
- OracleBI Discoverer was unable to complete the connection initialization.
- Attempt 1. CORBA proto : Hard limit on number of sessions reached.
Please contact your administrator or retry after some time. Hint: An
administrator can further diagnose connection problems by running the
"checkdiscoverer" script under <ORACLE_HOME>/discoverer/util.
