Opening Discoverer 10g/11g Shared Workbook Fails With "Item Not Found" Or "BIB-10310 Unknown Exception Occurred" Errors (Doc ID 402609.1)

A Discoverer 10g/11g workbook has been shared and some users can access the workbook without issue.

However, other users can see the workbook but are unable to open it.
If the workbook is opened from Discoverer Viewer, it fails with error:

The "Item not found" error occurs for every field in the worksheet.
