Discoverer 10g: Unable to Connect Possibly Due to an Invalid Applications GWYUID Setting

When trying to connect from Discoverer Plus or Viewer to an Applications mode EUL, the following error message is received
"Unable to connect, possibly due to an invalid Applications GWYUID setting.
Please contact your Discoverer manager"
-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
- Launch Discoverer Viewer
- Choose connection to Oracle Applications
- Enter connection details, then the error message is received.
