Unable To Run Discoverer 10.1.2 Reports After Opmnctl Startall With "Request Progress - processing your request" (Doc ID 567568.1)

Symptoms

After Discoverer 10g server has been started up, users are unable to run any Discoverer reports.
opmnctl status shows all processes are up and running

From user browser screen, they will see a message "Request Progress - processing your request" without any futher activity.

checkdiscoverer.sh shows "Binding to Discoverer Server..." take a long time to bind before a successful binding e.g.

Binding to Discoverer Server...
<##### HANG for 1 - 1.5 hours #####>
Successfully bound to Discoverer Server.

Once it's successfully bound to Discoverer Server, user will get the requested report and Discoverer appears to work normally until the next Discoverer bounce.
