Can Not Open File After Exported From Discoverer (Doc ID 577962.1)

Symptoms

Get an error when trying to open an exported xls file from Discoverer viewer.
The error does not happen when exporting the report from Discoverer Desktop.
This report has a large number of columns, and retrieves 7000 rows.
No error if the report limited to retrieve less rows.

ERROR
*.xls' cannot be accessed. The file may be read-only, or you may be trying to access a read-only
location. Or, the sever the document is stored on may not be responding.
