Error Running Sequences with Business Rules that uses Different Application Databases as Locations

In this scenario, setup 3 sequences:
-SEQA running 2 rules against Database A
-SEQB running 2 rules against Database B
-SEQALL running SEQA and SEQB

SEQ ALL - Runs SEQ A (database A)
Runs SEQ B (database B)

SEQ A, has variables: database A, FY08, Actual
SEQ A calls rule 1, rule 2

SEQ B, has variables: database B, FY08, Budget
SEQ B calls rule 3, rule 4

SEQA and SEQB validate successfully against their respective locations
But running SEQALL generates the following error message as it tries to run the rules in SEQB against location Database A.
Error message reports that it is attempting to run "rule 3" against database A.
