'Failed To Launch Member Formula Synchronization Utility' Error When Refreshing Planning Database

During a refresh of the database from the Planning Desktop in Planning 9.2.1 member formulas cannot be refreshed. Just before the end of the refresh process an error message is displayed in a pop-up window:

"Failed To Launch Member Formula Synchronization Utility"

The error in the MemberFormulaSync.log file is:

Could not create server socket: Address already in use: JVM_Bind
Shutting down the server...
Stopping connection pool monitor thread.

The issue only occurs when the Planning server is running. If the Planning service is stopped, the refresh works correctly.

The same issue affects the MemberFormulaSync.cmd utility. It will also fail unless the Planning server is stopped.

This issue is specific to version 9.2.1
