EPM Configurator Error During Shared Services Configuration "Unable to check Shared Services database existence: an error occured". (Doc ID 781014.1)

When running the EPM Configuration tool and performing the create database task the following error message is displayed in the Configuration tool window:

Unable to check Shared Services database existence: an error occurred.

The actual error that occurs in the configtool_err.log is:

com.hyperion.hit.registry.RegistryConnection, ERROR, SQL Exception
[Hyperion][Oracle JDBC Driver][Oracle]ORA-01031: insufficient privileges CAUSE null
com.hyperion.config.wizard.impl.RegistryWizardState$1, ERROR,
.RegistryException: Unable to create registry.
com.hyperion.cis.config.wizard.adapter.WizardFormAdapterPanel, ERROR, Unable to check Shared Servi
ces database existence: an error occured.
ERROR, JDBCTemplate.executeQuery - JDBC Template - Exception during SQL re-execution
java.sql.SQLException: [Hyperion][Oracle JDBC Driver][Oracle]ORA-00942: table or view does not exist
