Connecting to Oracle EBS with Discoverer Fails with ORA-01017 Invalid Username/Password Error

You are trying to connect with Discoverer Administration/Desktop Edition or Discoverer Plus/Viewer Edition using an Oracle Application username/password but encounter the following error:
OracleBI Discoverer was unable to authenticate using the password provided.
This can happen due to an invalid password or because the password was lost while
using back, forward, or refresh in your browser.
Please enter the password again to continue.
ORA-01017: invalid username/password; logon denied"
The APPS password is changed using FNDCPASS.
