Financial Reporting Studio Error "Failed to Connect to Server" When Attempting to Open a Report

You open a report in Financial Reporting (FR) Studio and receive the following messages:
Failed to connect to server.
Error connecting to database connection <connection name>. This application is not registered with Hyperion Shared Services. Please contact your administrator.
You open Shared Services and select Projects: Financial Management. The application is present.
