OBIEE 10g/11g Session Logs Not Visible In Presentation Server; Trying To View Log Fails With Error "No Log Found"

Environment may include Oracle Business Intelligence Enterprise Edition (OBIEE) 10g (10.1.3.X.X) or 11g (11.1.1.X) and may/may not include Oracle Business Intelligence Applications.
Enabled logging for Administrator user by logging in to BI Administration -> Security -> Users -> Set log level to 2.
Restarted BI Presentation Services and logged into BI Answers and reloaded the metadata.
When selecting Settings -> Administration -> Manage Sessions -> View Log, an error occurs:
The log file is present as the summary messages can be viewed within the manage session window, but the log file cannot be opened in BI Answers.
The log file does exist on the server environment and current data is recorded in the NQQuery.log file.
