After installing Patch HPCM 18.104.22.168.04 cannot start Workspace to Reregister

After installing HPCM 126.96.36.199.04 user cannot login to workspace. When user tries to login to workspace Error "Could not find a Hyperion Reporting and Analysis server running on localhost at port 6800. Please verify your server connect string and confirm that the server is up."
