Login To Discoverer 10g Fails With 'Invalid Applications GWYUID setting' After APPLSYSPUB Password Change

After changing the password for APPLSYSPUB on an 11i E-Business Suite instance and migrating the same password in the dbc file of the Discoverer 10g standalone instance, When attempting to connect to Discoverer,
the following error occurs:
A connection error has occurred.
- Unable to connect, possibly due to an invalid Applications GWYUID setting.
You may have performed a similar steps:
- Changed the password for APPLSYSPUB.
- Migrated the same password in the dbc file of the Discoverer 10g standalone.
- Received the error on connection.
