OBIEE 10g:Error: "[nQSError: 12002] Socket communication error at call=: (Number=98) Address already in use" Delivers Scheduler does not Start when Port is Set to Anything Other than 9705 (Doc ID 888492.1)

Symptoms

You need run Scheduler on a port other than default of 9705 as you have a second OBIEE instance on the same machine and scheudler for that is using port 9705.
You ran schconfig to change the port to 9768. and also changed instanceconfig.xml.

But every time you start scheduler, you get the following error:
