Cloning a User Does not Copy Last 'Read Only' Flag on Property Categories

When you clone a user (not administrator) that has Read Only set for the last Property Category, the Read Only flag is unset for the new user.

Steps to Reproduce
  1. In DRM client, point to Admin -> User Management...
  2. Create a user, e.g. OrigUser, User Type 'User'
  3. Select the Property Categories tab
  4. Add all the available categories
  5. Select each one in turn and select Read Only
  6. Choose Apply
  7. Choose the New User icon
  8. In the New User dialog, select Clone User and select OrigUser in the Drop-down menu
  9. Enter other details and choose OK
  10. Looking at the new user, select the last property category and observe that the Read Only flag is not set, but the others are.
If the original user is a Security Admin and the cloned user a User, the flag
is set correctly, i.e. all flags are Read Only.
