E1: RDA: How to Add a Leading Zero and Comma for a Numeric Value with a Four Display Decimal Value

I have a numeric value with four decimal places that I need to display with a leading zero when the value is less then 1 and if the value is greater then 1000, I need to add an appropriate comma (or period) separator.
- The standard business function to convert a Math Numeric to String may not support more than two Display Decimals.
- If the value is less than 1, the result does not include a leading zero in the report (for example, for some organizations it is required to put a leading zero in front of a decimal).
- If the value is greater than 1000 I need to include a separator (Comma or Period).
How can I implement this?
