E1: GEN: UBE: Data Selection and Processing Options Not Appearing for Reports - JAS Server Performing On-Demand Generation Stuck

For a specific report (i.e. R15100), after clicking Submit with Prompt for Data Selections selected, the Data Selection screen did not appear.  Web Client was stuck in "Processing".  Same issue happened for Processing Options screen. 

The workaround was to try submitting again.  User was able to submit the report successfully about once in 5 attempts.
