E1: SVM: Server Manager Console Upgrade Fails (Doc ID 1086077.1)

Issue 1:

Attempting to upgrade Server Manager Console to a newer Tools Release fails.  After trying to distribute the PAR file in SMC, it does nothing. The SM Agent log shows:

INFO: Changing the tools release for the management console to the software component 'jde:targetType=component,componentName=898SU24_06_50.par'.

Admin command usage error: Illegal command -file

Issue 2:

When attempting to upgrade the Server Manager Console (SMC), the PAR file is uploaded, but it does not show in the Managed EnterpriseOne Software Components screen.  The following warning appears:

 Subsequent upload attempts always give the following message:

Message Text:

The uploaded file already exists in the management console. The uploaded file has been discarded.
