E1: BSSV: Why is the Response to The First Business Service Call Of The Day Slow. Further Requests Processed During the Day are also Sometimes Slow. Why ?

Symptoms

The first Business Service request each day through the test and development instances of BSSV takes too long. The initialization of the user is taking more than 9 seconds before the business service is actually invoked, and then on top of that the business service is taking 5 more seconds to complete, totaling more than 14 seconds for the first request each day. Each subsequent request for the remainder of the day takes less than 0.5 seconds. But again, we notice slower responses when the fist request is processed after a period of activity.  These are simple business function requests to the getAddressBook method.
