E1:PKG: TR 8.98.3.1 Issue - Full Package ERROR: Failed Permission Change on Package Spec Repository - Cacls Parameters (Doc ID 1179967.1)

Symptoms

In this scenario, user upgraded to Tools Release level 8.98.3.1. When building a Full Package from the Deployment Server, the permissions on the spec__.ldf and spec____.mdf files in the pkgspec temp directory do not have the correct security settings (or they are changed inadvertently or the security change didn't work) that will allow the package to complete successfully. To get the Full package to complete correctly, I need to manually change the security of these two files to allow Everyone, Administrators, and Users Full Access to the files. Then restart the package.
Another workaround is, while the BusBuild is running, change the security of these files as stated above. Then the package will build successfully. But there are still errors in the logs.

Also, the security needs to be set manually on these 2 files before building subsequent Update Packages to the full package. Otherwise the Update Package will fail.

Even though the packages build successfully as per the package build logs, there are errors in the jde.log and package build logs.
The permission errors in the logs files are:
