E1: GRID: Unable to Export to Excel with More Than 65536 Rows on Excel 2007 or Higher (Doc ID 1248034.1)

I am using the Excel 2007 version and according to <Document 662069.1>, Excel 2007 can have a maximum Worksheet size of 1,048,576 rows by 16,384 columns. However, I am unable to export more than 65,536 rows of data to Excel.

When trying to export grid data to Excel, Excel does not load. When trying to submit a UBE with Export to CSV option selected, and when Excel tries to open the output, the error "File not loaded completely" is shown in Excel:

The maximum number of rows that I can export is defaulting to the older Excel 97-2003 which only allowed a maximum of 65,536 rows.
