E1: 32: Unable to Delete Parts List on Configured Work Order After a Configuration Change (P3111) (Doc ID 1272540.1)

Symptoms

If a customer requests a change in the attributes/selections of configured sales detail line (as initiated by Sales Order Entry - P4210), and related work order transactions have already occurred (parts have been issued via the Work Order Issues program - P31113), the user will be unable to delete the Work Order (WO) Parts List so that the Work Order Processing UBE (R31410) can be run again to reflect the changes initiated from the sales order.  Any attempt to delete the WO Parts List (P3111) will result in Error 078U (Delete Not Possible - Quantities Issued).  For the configured work order, parts have been issued and Manufacturing Accounting (R31802A) WIP version has been run to create IM (Material Issues) entries, but because of the configuration change, the WO Parts List, and work order costs (as defined in the Production Cost file - F3102) require an update.
