E1: SEC: Unable to Login to E1 With An Account Attached to the JDE System User

When the QPWDLVL is set to 2 for the proxy user (JDE) the system is not able to validate the password. The following error message is displayed in the Server JDE.LOG:

the password is incorrect either in the F98OWPU (P980001) or on the AS/400 (USRPRF)
CPF22E20 = Incorrect password for user profile
When QPWDLVL is set to 2 it allows the use of upper/lower case and special characters for the (JDE) system/proxy user.
