E1: XMLP: Unable to Open BI Publisher Report Output from EnterpriseOne Web Client and WebLogic

Information in this document applies to any platform.
From EnterpriseOne web client, users are unable to view any BI Publisher reports output. This issue only occurs on JD Edwards Web Servers using Weblogic.
After user try to view output for any BI Publisher report, the system hangs with the word "Processing..." and the java process on the web server goes to 100% of CPU usage and all users are not able to continue their work or sign on to the web client.
The Java Process has to be killed and the Web Server need to be restarted.
