Symptoms

Once FULL PACKAGE BUILD client build (UBE R9621-XJDE0021) ends successfully and the server build starts, an error appears:
 

After that the server build finished with errors.
The connection to the database through SQL+ from the Deployment Server is successful.
In this scenario here, the environment variables on the Deployment Server are defined as follows:
ORACLE_BASE=C:\oracle
ORACLE_HOME=c:\oracle\Product\10.2.0\client_1
Path=C:\oracle\product\10.2.0\client_1\bin;C:\oracle\product\10.2.0\client_1;C:\PeopleSoft\E810\system\bin32;C:\PeopleSoft\E810\PLANNER\bin32;C:\WINDOWS\system32;.....

Changes

Client updated Oracle client and ODBC (from 9i to 10g) on Deployment server.
