Symptoms

When trying to create a J2EE container for a WebSphere 6.x or 7.x JAS Server in Server Manager Console, the process fails with the following error message:

oracle.classloader.util.AnotatedClassNotFoundException: Missing class:com.ibm.websphere.management.exception.ConfigServiceExceptionDependent class:......

The missing class is not available from any code-source or loader in the system.

SM Agent log shows the following:

WARNING: Unable to create the server 'JDV900' within the node 'JDEWEB_AppSrv01'; an exception was thrown during the create server process.
com.ibm.websphere.management.exception.ConfigServiceException: com.ibm.websphere.management.cmdframework.CommandValidationException: unexpected exception
