E1: XMLP: P95600 Upload/Download File Error on Windows Client

If user selects an BI Publisher template object in P95600 and then click the row exit "Download", the message "Error: Upload/Download File Error" appears.

In the respective jde log file we see the the following error message:

Problem only happens on Windows (fat) clients.
