E1: RDA: Report Interconnects Fails to Execute Due to Change of Directory Using API jdeChdir

When trying to execute a UBE that launches another UBE it tries to get a security token and fails. Some report interconnects work, some do not.
Reviewed the logs it was found that the child ube is not launched due to the failure "KNT0000087 - Could not get extended duration token", when the parent UBE is launched from a web client:
Mar 23 21:13:01.735027 - 1980/4600 MAIN_THREAD Failed to get an extended token by using regular token
Mar 23 21:13:01.735029 - 1980/4600 MAIN_THREAD Failed to get an extended token by using regular token
Mar 23 21:13:01.735030 - 1980/4600 MAIN_THREAD KNT0000087 - Could not get extended duration token.
Also compared the log when it is launched from a fat client and submitted on the server:
Mar 24 20:15:57.366000 - 4092/5700 MAIN_THREAD Success get an extended token by using regular token
In the case of fat client it is submitted successfully due to success in getting an extended token.
