E1: PKG: Package Libraries Not Being Created In Independent Auxiliary Storage Pool (IASP)

Goal
In this scenario here, customer is on EnterpriseOne 8.12 application release level. Customer implemented an Independent Auxiliary Storage Pool (IASP) on their AS400 following the instructions on <Document 1207383.1>.
They have moved all EnterpriseOne libraries and IFS folders into the new IASP except the E812SYS library, which the IASP configuration documentation says to exclude. Everything is working fine, except when using Package Assembly application and creating new update packages, it creates the update package library in the System ASP instead of the new IASP where it is supposed to be created.
How do we correct this so new packages create the libraries in the IASP instead of the System ASP?
